Iowa State's CYTown Project Gains Regents' Support

The Iowa Board of Regents has indicated their support for Iowa State University's (ISU) CYTown development, despite cautionary advice from a state lawmaker. On Wednesday, the board's Property and Facilities Committee recommended that ISU move forward with a lease agreement for an "anchor tenant" and a memorandum of understanding with the City of Ames.

CYTown is planned as a multi-use district, featuring housing, a health care center, retail businesses, office spaces, residential units, a restaurant, an amphitheater, and a hotel. Initial improvements to parking and infrastructure in the 40-acre area began following board approval in 2022, with phase one completion anticipated this fall.

If fully approved, ISU will lease 30,000 square feet to McFarland Clinic, which will build a multi-level health care facility offering primary, specialty, and urgent care services. This lease will span 30 years, starting at $50,000 annually and increasing by $5,000 each year. Additionally, McFarland Clinic will pay a $3 million security deposit, refundable if the lease isn’t extended.

Student athletes will have access to imaging and orthopedic services at the clinic, along with after-hours and weekend services for students. ISU is also negotiating with Ames for payments in lieu of property taxes, where tenants will pay amounts similar to property taxes. Funds will be allocated to capital improvements and operations for CYTown, with some funds eventually remitted to the city.

State Senator Herman Quirmbach raised concerns about potential competition with private enterprises and the loss of property tax revenue for local entities. He estimates Story County and the Ames Community School District could lose $1 million and $2.5 million, respectively. Quirmbach also questioned CYTown's ability to generate enough revenue to fund Iowa State Center's $110 million restoration.

Regent David Barker, however, views CYTown positively, emphasizing its unique location and potential to attract national interest, differing from other local developments like the Linc in downtown Ames.
